CDAC Strengthened Support for Beneficiaries, Having Provided Close to $40 Million in Assistance to Help 16,200 Households in 2025

  • Income eligibility criteria to be raised for tuition and bursaries from 2027

  • Capacity to be increased to 45,000 places by 2030 through the addition of five CDAC centres

In 2025, the Chinese Development Assistance Council (CDAC) continued to support families and help children and youth realise their potential through a mix of broad-based assistance and more targeted interventions. It spent $39.7 million to help 16,200 households, up from $37 million and 15,700 households in 2024. This reflects both the ongoing need for assistance and our commitment to investing in programmes that make a real difference to families and children.

Key Programme Outcomes in 2025:

  • 26,000 tuition and enrichment places

  • Over 12,530 student bursaries

  • 9,600 support engagements under the Family Support Programmes

Upcoming Developments

1.    Revision of income eligibility criteria for the Tuition Programme and Bursary Schemes from 2027

From 2027, CDAC will extend tuition and bursary support to more families by raising eligibility to households with a Gross Monthly Household Income of $5,300 or below, or a Gross Per Capita Income of $2,000 or below. The number of beneficiary households will see an increase from 16,200 to around 17,000 as a result of this change.

2.    Expansion to five new centres by 2030
By 2030, CDAC aims to expand its programme capacity from 26,000 to 45,000 places by establishing five new centres in communities with more young families. These five towns are Northshore, Jurong West, Canberra, Tampines North, and Tengah.  This will grow CDAC’s network to 18 centres, bringing support closer to the communities it serves.

3.    Appointment of CDAC Board of Directors and Board of Trustees (2026 - 2028)

The current 2-year term of the CDAC Board of Directors and the CDAC Board of Trustees ends on 19 June 2026 after its 34th Annual General Meeting (AGM). 

The Patron (Prime Minister of Singapore), the Singapore Federation of Chinese Clan Associations (SFCCA), and the Singapore Chinese Chamber of Commerce and Industry (SCCCI) have each appointed their respective representatives to the Board of Directors and the Board of Trustees for the new term. The lists of the two CDAC Boards for the new term are in Annexes B and C.

The six new Directors are Mr Goh Pei Ming, Mr David Hoe Teck Chye, Dr Hwang Yee Cheau, Mr Vincent Tan Chor Koon, Mr Anthony Tan Kang Uei and Mr Wong Chee Herng; and the four new Trustees are Mr Chia Chor Meng, Mr Paul Loo Lip Giam, Ms Wee Wei Ling and Mr Zhong Sheng Jian.

The CDAC also wishes to express its gratitude to the retiring Directors, Mr Ang Kiam Meng, Dr Koh Poh Koon, Mr Chris Leong Sin Kuen and Ms Lim Sau Hoong; and the retiring Trustees, Mr Tony Chew Leong-Chee, Mr Cheng Wai Keung, and Mr Tan Cheng Gay, for their dedicated services to CDAC in the past terms.
