Senior Human Resources Manager
-
Develop and implement new HR policies in the areas of Learning and Development, Appraisal, and staff well-being.
Work closely with hiring managers to create effective recruitment strategies that meet the organisationβs needs.
Undertake strategic long term manpower planning for the organisation.
Review candidate applications, conduct interviews, and participate in contract negotiations for senior-level positions.
Set monthly and annual objectives for the HR department and oversee day-to-day operations of the team.
Monitor the performance of various human resources initiatives using metrics such as retention of talent, cost per hire, and turnover rates.
Develop compensation and benefits plans that align with MOM regulations and market trends.
Create, organize, and oversee employee development programmes.
Collect employeesβ feedback, identify issues, and provide suggestions to improve employee satisfaction.
Oversee the payroll function.

Excellent analytical and critical thinking skills with a minimum of 5 years of human resource experience as a senior manager in a large organisation
Minimum of a bachelorβs degree with preferably an Institute of Human Resource Professionals (IHRP) certification
Excellent, communication and analytical skills
Good collaborator
Knowledge of major human resource and payroll systems
Experience in a community organisation or social service organisation would be advantageous

Full-Time Tutors

β’ Tutor and coach students who need academic support in one or more subjects (English, Math, Science or Chinese language) for Primary and Secondary levels for CDAC Tuition Programme students.
β’ Conduct enrichment programmes during school holidays.
β’ Design programme materials.
β’ Motivate students to love learning and build good character and values in them.

Mentor

Assist in planning, developing and managing all publicity efforts and communications to drive partnerships and programme awareness. This includes working with the CDAC Centre Management Committee to identify suitable partnerships for potential collaboration;
β’ Consolidate partnersβ resources and co-design and evaluate programmes with partners;
β’ Mentor primary school children from disadvantaged families to develop their social-emotional competencies and life skills. This involves working with schools, parents, volunteers and community partners to provide transitioning support for these children as they progress from kindergarten to primary and eventually to secondary levels;
β’ Assist in designing and developing learning programmes for the following objectives:
to develop a positive self-image in children for their personal growth;
to foster friendship amongst children and develop a sense of belonging to the community;
β’ Assist in fostering partnerships with the Singapore Ministry of Education and other community organisations to provide opportunities for children in disadvantaged families. This is to enhance the social mobility of low-income familiesβ children. In this role, you will have opportunities to work with vendors, community partners, schools, and volunteers in implementing these programs; and
β’ Assist in developing outcome measures and using data-driven approaches to track the development of children in CDAC programmes. Using the data and outcomes derived from tracking, you will work with other CDAC officers to review, and refine programme implementation to better achieve social mobility for low-income familiesβ children.

Possess at least 2 years of experience in programme design, teaching, volunteer or partnership engagement.
β’ Strong beliefs in the childβs well-being and overall development are necessary. This also includes a strong belief that every child can learn and is unique.
β’ Experience in working with young children, particularly as part of the Student Development Team (SDT) in a primary school may be advantageous.
β’ Experience in designing programmes to develop the life skills and passion of children be it in aesthetics, sports, and outdoor education.
β’ Practical experience in designing children's programmes with a view to developing their self-interest, identity, and strengths is important. Professional qualifications in learning design may be advantageous but not necessary.
β’ Possess good communication and interpersonal skills to work with people from diverse backgrounds.
β’ Ability to work in teams.
β’ Willing to work off-site, particularly at different CDAC centres or schools, as well as on weekends and evenings when necessary.
